Profiles of the MISLS Students of Chinese and Korean Ancestry with Surnames Beginning with W—Y

The Americans and aliens of Chinese and Korean ancestry are the focus of this project. The registries and album had their names and most of their Army serial numbers. Ancestry.com was used to locate many of them in the censuses, passenger lists, school yearbooks, city directories, military records etc. The National Archives’ Electronic Army Serial Number Merged File was a helpful in confirming information in the registries. Another source was the scrapbook of Oak T. “Lawrence” Jay, my father, who had photographs and ephemera of his time at the MISLS.

The library groups’ 8,000 books—ranging from Shakespeare to the latest “whodunit”—are divided into four units. Some of the books are of the standard size and binding, but most of them ar the smaller “pocketbook” edition. One of the librarians, Pvt. Harlin Wong, New York City, is a native of Canton, China, and is a well known artist.

To refer very briefly on the overall affect of the overseas Chinese propaganda effort, I have asked Mr. Harlin Wong, of the San Francisco office, to comment on this issue.

Mr. Arens: I should like, if it meets with the chairman’s approval, to interrogate briefly Mr. Wong, who is Mr. Fishman’s associate, on one facet of this problem.

Mr. Willis: Proceed.

Mr. Arens: Mr. Wong, you have been sworn by the chairman on this record.

Mr. Wong. Yes, sir.

Mr. Arens. Would you kindly move closer to the microphone? I am sure the committee cannot hear you, Mr. Wong.

Would you give us, please, sir, just a word of your own personal background?

Mr. Wong. I have been employed by the United States Customs Service for 4 years, and previous to that I was employed at the Immigration Service as an interpreter.

Mr. Arens. For purposes of identification, you are of Chinese extraction?

Mr. Wong. That is right.

Mr. Arens. And you read the Chinese language ?

Mr. Wong. Yes, sir.

Mr. Arens. I take it that part of your duty, if not all of your duty, is to maintain a look-out on the processing of the Red Chinese Communist propaganda which is being beamed via, this port of entry; is that correct?

Mr. Wong. That is right.

Mr. Arens. Mr. Wong, I would suggest in the interest of brevity that you proceed at your own pace to tell the committee the significant items of information which, in your judgment, ought to be on this public record.

Mr. Wong. I am assigned to the Restricted Merchandise Unit here in San Francisco as a reviewer of printed materials in the Chinese language. I have been asked to comment on the effect of the Chinese publications sent to the United States, intended for distribution among people of Chinese origin.

There has been a great deal of material, mostly anti-American, and a general discussion of many kinds and types imported would take a great deal of time. I would, however, like to mention one particular phase of this program.

This has to do with the effort made by the Communist line to explain to overseas Chinese that the Govenrment of China affords excellent opportunity for overseas Chinese returning to China and that their problems can be made quite simple for both these returned Chinese and their families.

Mr. Arens. Mr. Wong, do you live in San Francisco?

Mr. Wong. Yes, sir.

Mr. Arens. What is the effect, if you are able to tell us, of the propaganda which is emanating from Red China, let us say on the first generation Americans of Chinese ancestry ?

Mr. Wong. Well, the effect has been considerable. Most Chinese, prior to 1954, did not like the Government of China because of the

fact that they were blackmailed and the members of their families tortured. But since they feel by reading this propaganda that the present regime is interested in their welfare, that they don’t have unemployment in China — they feel that China is very good.

I heard some Chinese remark “Who says the Government of China is no good?”

Mr. Arens. The Chinese propaganda coming into the country, and I say this facetiously, of course, does not reveal the commune system which is in existence there, in which families are split up; it doesn’t reveal the millions which have been destroyed, body and soul, by this awful regime in Red China, does it?

Mr. Wong. Well, not generally.

Mr. Arens. Describe a commune, Mr. Wong?

Mr. Wong. A Commune is an organization formed in a particular district or area of China in an attempt to maintain economic self-sufficiency. that is people live together, work together, for the greater part of the day, and they have just barely enough to live by.

Mr. Arens. Are they forced to do so, or is it a voluntary process?

Mr. Wong. Normally they are supposed to enroll according to their own will, but pressure is exerted against them for them to join.

Mr. Arens. Mr. Wong, do you have any other comment you would like to make on this record before we proceed to other matters?

Mr. Wong. Sir, a little while ago you asked me if the Chinese here in the United States know of the communes. What I was saying is that they don’t actually know the inner organization of the communes, but they have heard of the communes.

The Communist Government is very subtle in hiding what they actually have to do in a commune. All the Chinese Government tells them is that in a commune system they live very well and have nurseries taking care of their children and that their wives are free for work, for construction, and that they are living in government quarters, eating in communal mess halls, and they have no worries.

… Born and raised in San Francisco, he witnessed the bifurcated, bicultural worlds that many populations experience in America. His father, Harlin Wong, immigrated to the United States in the 1920s from rural southern China. After serving in the US Army during World War II, his father was a government interpreter and drug enforcement agent during the day, while spending nights and weekends as a butcher in the family grocery store that Winston's mother Basalle ran. Winston witnessed his parents’ hardships as well as the distinct culture and poverty of the Chinatown ghetto. He drew parallels between what he saw and the calls for equal justice in the movements for civil rights and against the Vietnam war. This knowledge made him acutely aware of the chasm between mainstream and minority.

These young men were organized as students in training companies and were later assigned to specific units upon graduation.

The division director was First Lieutenant Ernest K. H. Eng, and Staff Sergeants included Wong Kan, Frank Chen and Yuk Ow.

In 1945 the regiment compiled a Fort Snelling Memoir Book.

Fort Snelling Military Intelligence Service Language School

During World War II, sons of Chinese immigrants trained at the War Department’s Military intelligence Service Language School (MISLS) at Camp Savage and later at Fort Snelling. These young men were organized as students in training companies and were later assigned to specific units upon graduation.
The division director was First Lieutenant Ernest K. H. Eng, and Staff Sergeants included Wong Kan, Frank Chen and Yuk Ow.

Another outstanding historical researcher was Yuk Ow, who had meticulously culled a wide range of English and Chinese sources for historical information on the Chinese of California since the 1950s. His research was especially strong with respect to biographies and institutions. Ow’s major work was A History of the Sam Yup Benevolent Association in the United States, 1850–1974 (1974), which includes biographies of notable Sam Yup individuals in America. This work, based primarily on his research notes and the records of the association dating back to 1881, is an excellent example of the possibilities of scholarly research using published documents, primary sources, and oral histories. Ow’s death in 1982 deprived the Chinese American community of further results of his research.

He died at 1:55 p.m. Sunday at his home.

Mr. Pang was a civil engineer with the U.S. Army Corps of Engineers. He served for three terms as Mayor of Tamms and on the Governors Task Force on Aging. He was a 50-year member of the Cairo Masonic Lodge, where he was a 32nd Degree Mason. He was also a member of the Order of the Eastern Star, the Ainad Shrine, V.F.W. in Cairo, the American Legion Post 406, A.A.R.P., and a lifetime member of the Clifford-Mills-Clendenin Post 2649.

He is survived by his wife, Wanda Pang; two daughters, Linda Benner of Muncie, Ind., and Kim Strich of Indianapolis; and four grandchildren.

He was preceded in death by six brothers and his parents.

Friends may call from 5 to 8 p.m. today at the funeral home. Masonic rites set for 7:30 p.m.

Tamms, Ill.—Walter S. Pang, age 84, of Tamms, died Sunday, May 20, 2007 at his home.

He was born on Nov. 9, 1922, in Cairo, Ill., to Harry and Lin Lee (Gee) Pang. He married Wanda Hale on Feb. 29, 1948.

Pang was a civil engineer with the U.S. Army Corps of Engineers, retiring in 1983 as Assistant Chief of the Midwest. He was a member of the National Society of Professional Engineers. He was in the U.S. Army during World War II, serving in the Aleutian Islands and attaining the rank of Master Sergeant. He was a member of the Cairo Masonic Lodge No. 237 AF&AM, a 32nd Degree Mason, a member of the Order of the Eastern Star and the Ainad Shrine. He was a member of the Clifford-Mills-Clendenin Post 2649, Veterans of Foreign Wars where he had served twice as Post Commander. He also served as 15th District Commander of the Veterans of Foreign Wars. He was a member of the American Legion Post 406 in Cairo, Ill. He served 3 terms as mayor of Tamms and was on the Governor's Task Force on Aging. He was a Methodist.

Survivors include his wife; two daughters, Linda Benner of Muncie, Ind., and Kim Strich of Indianapolis; two sisters, Mamie of Taiwan and Judy Chung of Portland, Ore.; and four grandchildren.

He was preceded in death by six brothers.

Friends may call at Crain Funeral Home in Tamms from 5 to 8 p.m., Tuesday, with Masonic rites at 7:30 p.m. by the Cairo Masonic Lodge No. 237, AF&AM.

Funeral will be at 1:30 p.m. Wednesday at the funeral home. The Rev. Kelly Cox will officiate, with burial in St. Johns Cemetery with full military honors by a ritual team made up of area veterans groups sponsored by the Pulaski County Post 8891, VFW.
